Chain Of Command {Operational Authority}

Due to the risks associated with working with anomalous objects and the legal responsibility to maintain their containment, the Foundation follows a hierarchical structure. A chain of command serves as a means of settling disputes that arise between employees while they are performing their jobs.

In the event of a disagreement, employees should speak with either their immediate superior or the immediate superior of the employee with whom they have a disagreement. In order to prevent any trivial problem from landing on the Site Director or the Internal Tribunal Officer's desk, the Chain of Command was established. High ranking Foundation personnel have a lot of responsibility and urgent issues to handle.

Site Director

The Site Director, who is the most prominent among the Foundation personnel present, is in charge of managing all areas of Site 53's daily operations. The Site Director, who answers directly to the O5 Council, is the last arbiter of all issues involving the Site and its employees (i).


The Command department's whole Class-A workforce is under the Site Director's close oversight.

In order to safeguard containment, the integrity of the Site, and the safety staff, the Site Director may temporarily disregard any rules and procedures, up to and including the summary termination of personnel, as they deem necessary. Only protocols requiring O5 approval, such as those testing SCP-096 or SCP-106, are an exception because it is obvious that the need for O5 oversight supersedes the Site Director's authority in these cases.

The aforementioned powers must not be misused or treated lightly, and the O5 Council must be informed when SOP is changed or when Foundation employees are terminated without cause.

With the exception of the O5 Council's involvement, the Site Director has the final say in all disagreements and conflicts of protocol on site (ii).

Internal Tribunal Officer/Ethics Committee Liaison (Administrative Oversight)

The Internal Tribunal Officer and the Ethics Committee Liaison can work well together to ensure that protocol and ethics are taken seriously. Both of these roles fulfil unique duties and have entirely different obligations. The Tribunal Officer is more focused on protocol, whereas the Ethics Liaison is more focused on ethical issues. Ethical issues can include torturing individuals or harming a sapient SCP.  Protocol reasons can include the unauthorised termination of an employee or unlawful discharge of a firearm.


The Internal Tribunal Officer's position of authority is equivalent to that of the Zone Supervisor. They have the final say in all decisions on laws and protocol, and nobody can overturn them. However, this does not imply that they are superior to the Site Director or the Guard Commander. The Tribunal Officer shouldn't be going after them and should only make an arrest if it is absolutely necessary after getting a fax from the Tribunal at large. The Tribunal Officer's decision to order arrests for protocol violations implicating security personnel up to and including the Zone Supervisor can only be overruled by the Site Director and the Guard Commander.


The Site Director/Guard Commander may be temporarily detained while a fax response is being received if there is an immediate threat to site security. Executions should only be employed by the Tribunal Officer in situations of extreme need, however the Tribunal Officer reserves the right to choose a suitable sentence for protocol violators.


The direct authority of the Ethics Committee Liaison is very limited. They can just provide the site advice; they cannot compel arrests. However, if the Ethics Committee Liaison sends a fax to the Committee, the Director should act on the Committee's response. However, the Ethics Liaison has the authority to order that any tests that they deem to be unethical be stopped right away. Unless there has been a violation, the Ethics Liaison should not be denied access to any location amid the course of an investigation.

Archivist [SLATED FOR REMOVAL AND REPLACEMENT]

A key position in the Foundation is that of the Archivist. They are essentially a curator and a highly qualified researcher together. They are in charge of all data pertaining to the SCP Foundation, including SCP Files, Personnel Dossiers, Termination Records, etcetera. An Archivist is typically a very intelligent person who has access to all information stored in the SCP Foundation, including information that is only meant for O5 eyes. They should hardly ever come into direct contact with potentially lethal SCP items because of the nature of their work..

GOI Representative (W.I.P)

(Please research your choice of GOI before playing) You are a representative of one of the many Groups of Interest in the known world. You are free to come up with your own objectives and such as long as it is not rule-breaking or unrealistic for your GOI. You could also fax Staff members for objectives!

Class-A Personnel

Class-A personnel are site chiefs of staff who are in charge of their respective divisions' administrative and operational functions. Class A personnel are responsible for managing the activities of the division they have been given as well as contacting the Site Director for assistance with problems they are unable to manage on their own accord and if they require assistance. Class-A personnel typically have discretion over who is allowed to enter their divisions. With the exception of times of emergency (Code Orange or higher), because all Class A personnel are located inside the Entrance Zone, their authority supersedes that of the Entrance Zone Commander, allowing them to essentially control who enters and exits their divisions.


Those classified as Class A personnel are required for Foundation strategic operations and are not allowed direct access to anomalies. With the exception of observing anomalous objects in a controlled environment, Class A personnel are never to come into contact with or expose themselves to anomalous objects.

For this reason, in the event of a breach or other emergency, Class A personnel should abstain from entering containment zones and should seek shelter as soon as possible.


For the purpose of carrying out their regular duties, Class A personnel are entitled to access any containment zone in accordance with the zone access guidelines listed below. Unless there is an emergency (Code Orange or higher), only the Guard Commander or Site Director may override a request from Class A personnel to enter a containment zone.

The following Class-A personnel are present at Site 53:

  • Human Resources Officer - manages human resources, makes sure the staff are competent; handles demotions and complaints.

the Human Resources Officer is responsible for overseeing the proper supply and requisition of all items needed to maintain site operations, and directs the Logistics department.

Responsible for handling personnel transfers between divisions (with the permission of the receiving division's Class A or the Site Director) and the Service department (Janitor, Chef, Bartender, Chaplain).

  • Communications Officer - working as liaison between departments and managing the hectic nature of site communications and relaying requests between the various departments.

The Communications Officer simply exists to keep track of and allow for efficient communication on the site.

They are not authorized to make requests or demands in their own right. Due to their Class A personnel classification, however, they may order zone security personnel to admit certain personnel if the zone in question is not in an emergency state, to help with expedient site operations.

  • Chief Engineer - manages the site's infrastructure, power grid, and supervising the maintenance of all containment systems on site.

The Chief Engineer has the final say on all construction projects or otherwise if not over-ruled by the Site Director. However, the Chief Engineer must ask the Site Director for approval on any dangerous construction projects that have the potential to cause human harm or otherwise endanger the facility in any way, shape or form.

Responsible for the Engineering division (Containment Engineer, Communications Technician, Senior Engineer, Engineer, Junior Engineer).

  • Research Director - Responsible for overseeing all testing of anomalous objects on site and managing the research staff. In accordance with Research Guidelines.

unless circumstances allow, they are the second highest authority when it comes to authorization of tests involving anomalous objects on site.

Responsible for the Research division (Senior Researcher, Researcher, Research Associate).

  • Chief Medical Officer - (Can be Class-B) - Responsible for overseeing the health and safety of all Foundation personnel on site. The Chief Medical Officer should be especially cognizant of the cognitohazards various anomalous objects on site present to personnel, and should work with site psychiatric staff under their direction to mitigate them.

The Chief Medical Officer has the special privilege of declaring any personnel on site medically disabled and unfit for duty, as a result of exposure to an anomalous object or other circumstances.

This includes personnel above them, such as the Site Director and the O5 Representative. This should only be done due to proper medical circumstances, not as some sort of political leverage over those that disagree with them. After such a designation by the Chief Medical Officer, the Administrative Oversight or O5 Council should be contacted and provided with the evidence and circumstances surrounding the designation.

The following security personnel are present at Site 53:

Aside from assisting in the containment and re-containment of any anomalous objects. Security personnel are responsible for site security, as well as enforcing any Foundation laws and regulations. They are commanded by the Guard Commander and have a different rank structure than the Foundation's standard Class A/B/C/D personnel categories.

The Guard Commander is a member of the Command division and is the second in command in all aspects of site security. The security of Site 53 and its objects is the responsibility of the Guard Commander (i); who reports to and advises the Site Director on all matters pertaining to this mission. The Guard Commander has complete control over all security staff, and all security professionals are expected to follow their commands in accordance with Foundation protocol and guidelines or may face punishment up to and including termination (ii).

The Guard Commander has the absolute authority to situationally disregard and supersede protocols and regulations in extreme situations as necessary to maintain the integrity of site containment. Due to the uncertain nature of security obligation, this privilege can be exercised without Site Director input, but solely for times of emergency. When this privilege is used, the Guard Commander must be able to justify their actions in front of the administrative oversight. Furthermore, the Site Director may revoke this privilege or even relieve the Guard Commander if it is abused in a reckless way.

Zone Commanders are sophisticated security specialists who report directly to the Guard Commander. Unless Class A individuals are present or an emergency scenario (Code Orange or above) is in progress, Zone Commanders have control over everyone within their zone. It additionally incorporates the Guard Commander, who has complete control of the zone and all zones during an emergency (Code Orange or higher).

Guard Sergeants, who serve in middle-level management positions within their respective zones, are in charge of supervising the zone security personnel. Guard Sergeants are intended to be a management tool to lessen the Zone Commander's workload in times of crisis. They report to the Zone Commander. Guard Sergeants are urged to take control and guide the guards in their divisions while adhering to the Zone Commander's instructions.

Security Guards (zone security personnel) - The Foundation's lowest level of security staff, security guards answer to the Guard Sergeants and Zone Commanders in their zone and are required to always comply with their instructions. Security staff are only permitted to act in accordance with the rules set forth in this code of conduct and the directives issued by their superiors. They are not permitted to obstruct other Foundation employees from carrying out their regular tasks.

Security personnel should escort and obey the orders of all Class A personnel, unless they conflict with protocol or additional circumstances, as long as they do not differ with directives from the Guard Commander or Site Director and as long as their zone is not currently experiencing a Code Orange or higher crisis. Zone Security Personnel are not superior to Class-A personnel and those acting on orders from Class-A personnel (researchers permitted to conduct tests in a containment zone, medical or engineering personnel acting under orders from the Chief Medical Officer or Chief Engineer, etc.) except in emergency situations or when directed by the Guard Commander or Site Director. This is not to say that Class-A have free rein, Security personnel may exercise their concerns and may refuse to complete an order if it considerably poses immediate risk to site security.

General Guidelines

In the event of an emergency, the Site Director may conditionally modify these guidelines up to and including complete restriction and lock down of any location or sector.

The following guidelines apply to all zones present at Site 53:

(1) Personnel are not to be unduly restricted from access necessary for the normal duties of their job without proper cause, provided they meet the individual security requirements listed under each security sector guideline below.

(2) Zone Commanders hold the sole discretion on access to their assigned sectors. They outrank anyone except Class A personnel and may deny access at any time. In the event of a dispute over access to a zone, the Site Director or Guard Commander override the Zone Commander's decision on access to such zone.

(3) The exception to the above guideline is for Research personnel. Any researcher may access a zone, with due regard to the individual zone guidelines as outlined below, at any time if they have authorization from the proper authority to perform a test. Please refer to Research Guidelines for the proper authority on conducting tests. Note: for Senior Researchers, this means they are to be allowed access to containment zones at all times, with the exception of Keter-class SCPs, which require permission from the Research Director.

(4) Guidelines (2) and (3) extend to any reasonable personnel with articulable reason for accompanying such authorized Research or Class A personnel. This means that if a Senior Researcher is accessing a zone, those accompanying him with legitimate reason may access the zone as well.

(5) In the event of an emergency (defined as a Code Orange or higher for an SCP in the sector in question), the Zone Commander may override access for any and all personnel attempting to enter the zone, including Class A personnel. The only way to override this emergency declaration is with approval from the Site Director or Guard Commander, as they outrank zone commanders on zone security.

Entrance Zone (EZ)

The Entrance Zone is the main hub and center of operations of Site 53 and is the first zone personnel encounter upon arriving at the site. The Entrance Zone contains the following locations:

  • Up to the red and brown line.
  • Medical Division. (Infirmary)
  • Administrative Offices. (Excluding the GOC)
  • Main Control Room.
  • Engineering Division.
  • Supply Division.
  • Scout Division.
  • Surface Access (The surface area which includes the Helipad, the Communications Tower, and the Evacuation Bunker)
  • Research Division.
  • Security Division (EZ security personnel offices)
  • Canteen.
  • Site Maintenance Access.

The Entrance Zone jurisdiction ends when getting off of the tram to one of the other containment sectors. The hallway leading up to and including the checkpoint leading to the Light Containment Zone or Heavy Containment Zone belong to the respective zone, not the Entrance Zone.

Zone Access (EZ)

Access to the Entrance Zone is authorized for all personnel except D-Class unless circumstances allow (transport to HCZ or otherwise.), as no anomalous objects are contained in this sector. Individual access restrictions still apply, and personnel trespassing in areas they do not have access to in the Entrance Zone may of course be detained at any time by EZ security personnel.

In accordance with the General Guidelines above, the Entrance Zone Commander may restrict access to various parts of the Entrance Zone, including to personnel which have access to areas under their jurisdiction. This does not apply to Class A personnel or Research personnel, except in the event of an emergency, as outlined.

Light Containment Zone (LCZ)

The Light Containment Zone is located to the west of the Entrance Zone and is the primary containment sector for Safe and the less dangerous Euclid objects contained at Site 53. The Light Containment Zone also contains the Class-D Detention Zone (CDZ), which LCZ security personnel have jurisdiction over as well. Additional guidelines for CDZ are found in Foundation Security Guidelines.

Zone Access (LCZ)

Unrestricted access to the Light Containment Zone is restricted to Level 2 personnel and above. Level 1 personnel are only authorized access to the zone for the commission of their normal job duties, such as custodial or engineering staff responding to a call in the zone. The following restrictions are in place for access to the Light Containment Zone:

  1. All Level 1 personnel accessing the zone must have approval from the zone commander and must be escorted by security personnel at all times while in the zone. Access is at the discretion of the Zone Commander in addition to the General Guidelines outlined above.
  2. All Level 2 and above personnel are allowed unescorted access to the zone, at the discretion of the zone commander, in addition to the General Guidelines outlined above.
  3. Keeping a log of all personnel that come and go from the zone is optional, but recommended. Such a log should be maintained by a guard at the LCZ checkpoint.
  4. No non-security personnel should be allowed into CDZ without approval from the Zone Commander or Class A personnel. If they are authorized entry to the zone, they should be escorted at all times by LCZ security personnel. Generally, personnel requiring access to CDZ for reasons such as requesting a Class-D for testing purposes should state their intentions to the guard on duty at the CDZ checkpoint and wait for assistance. This guideline does not apply to the LCZ medical post, although having a guard on duty in the medical post while civilian medical staff are working is recommended.

Heavy Containment Zone (HCZ)

The Heavy Containment Zone is located to the east of the Entrance Zone and is the primary containment sector for dangerous Euclid class objects, as well as all Keter objects. The Heavy Containment Zone is a heavily secure sector, and has increased access requirements.

Zone Access (HCZ)

Unrestricted access to the Heavy Containment Zone is restricted to Level 4 personnel and above. Level 3 personnel and below are only authorized access to the zone for the commission of their normal job duties, such as custodial or engineering staff responding to a call in the zone. The following restrictions are in place for access to the Heavy Containment Zone:

  1. All Level 3 personnel and below accessing the zone must have approval from the zone commander and must be escorted by security personnel at all times while in the zone. Access is at the discretion of the Zone Commander in addition to the General Guidelines outlined above.
  2. All Level 4 and above personnel are allowed access to the zone without explicit approval from the Zone Commander, but it is heavily recommended that such personnel be under escort, regardless.
  3. Keeping a log of all personnel that come and go from the zone is mandatory. Such a log need not be complex, but merely list the name, rank, time, and reason for personnel accessing the zone. This requirement can be waived in emergencies, such as when medical or engineering personnel urgently need to respond to the zone in a timely fashion, provided the log is amended after the emergency has concluded.
  4. All personnel accessing the Heavy Containment Zone in breach of these guidelines must be removed immediately by zone security personnel. Lethal force is authorized for armed personnel or those resisting a proper detention by zone security while in the Heavy Containment Zone. Demotion, interrogation, and confinement following a breach of Heavy Containment Zone access guidelines is recommended after removal, in accordance with the Foundation Regulations listed above.
